Statutory Compliance & Space Governance
Jantar is built to operate within the Indian regulatory framework administered by the Department of Space, IN-SPACe, the Directorate General of Foreign Trade (DGFT) and CERT-In, and with regard to the international space liability conventions. This page states our current posture. It is self-attested, has not been independently audited, and does not claim any certification, registration, or authorisation that has not been granted.
IN-SPACe NGE Framework
SKOPAQ AI is an Indian company, registered with IN-SPACe as a Non-Government Entity (NGE) under the Indian Space Policy 2023. Registration is not an authorisation: no IN-SPACe activity authorisation is held or claimed. Jantar operates at Authority Level A0 (Advisory Ground Co-Pilot) with no uplink transmission capability.
IN-SPACe SSA Guidelines (2026)
Mapped to IN:ISP2023:NGP-SSA:2026/V1.0. Applicability per product line is under counsel review; no IN-SPACe authorisation is held or claimed.
DGFT SCOMET Category 7
Dual-use export classification posture, self-assessed. Jantar contains no flight guidance or propulsion control code, transmits nothing, and operates as a commercial ground-segment diagnostic analytics system. A formal classification opinion has not yet been requested.
Platform controls (self-attested)
Designated-RSO Redaction Filter
Under Section B.7 of the SSA Guidelines, the Government of India may designate certain defence and strategic Resident Space Objects (RSOs) that must not be identified, attributed, or disseminated. Jantar implements a designated-object redaction filter: when a designation is registered, references to that object are redacted from investigation reports and outbound notifications, while sanitised internal conjunction-safety computation remains permitted (Section B.7.b). The designation registry is append-only and hash-chained, and ships empty. The filter is self-attested and has not been independently audited.
Annexure-3 EUC Gate
Section B.13 requires recipients of SSA services to execute the End-Use cum End-User Certificate (EUC) prescribed in Annexure-3. Jantar keeps a per-tenant certificate registry that records SHA-256 digests of executed certificates; the registry is append-only and hash-chained and is designed for 3-year retention. Whether the gate refuses work on a spacecraft for a tenant without a valid registered certificate is a deployment setting, off by default. The gate is self-attested and has not yet been independently audited.
